Ratcheting up the pressure in the escalating national fight over control of Congress, the California Legislature on Thursday approved a proposed constitutional amendment that calls for voters in November to approve the redrawing the state's electoral lines to favor Democrats and thwart President Trump's far-right policy agenda.
The ballot measure, pushed by Gov. Gavin Newsom and other state and national Democratic leaders, is the latest volley in a national political brawl over electoral maps that could alter the outcome of the 2026 midterm elections and the balance of power in the U.S. House of Representatives.
If voters approve the redrawn lines on Nov. 4, Democrats in the Golden State would see the odds tilted further in their favor, while the number of California Republicans in the House could be halved.

California Legislature approves bill for special election; Proposed Democratic Congressional maps no longer hinge on Texas, GOP states

WHAT YOU NEED TO KNOW:
California legislators have approved ACA 8, known as the “Election Rigging Response Act,” setting the stage for a special election this fall in which voters will decide whether to adopt Democratic-drawn congressional maps.
This effort would bypass the independent Citizens Redistricting Commission, allowing lawmakers to redraw districts in a way that favors their party.
Initially pitched as a reaction to Republican redistricting efforts in states like Texas, the measure was recently revised to remove all explicit references to those states, signaling that the rationale no longer depends on outside actions.
If approved by voters, the new maps would apply to the 2026, 2028, and 2030 congressional elections.
Critics argue this move undermines the transparency and fairness protected by voter-approved reforms from 2008 and 2010.
But supporters dismiss such backlash, insisting this election will give Californians the final say and affirm the democratic process.

Last month, Gov. Gavin Newsom told me if Texas didn’t move forward, California would have “no need” to change Congressional maps.
Apparently, that’s out the window.

WHAT’S HAPPENING:
California Governor Gavin Newsom and Attorney General Rob Bonta are pushing a radical plan to redraw congressional maps in the middle of the decade – without a new census and without voter input.
That’s illegal under California law, but more importantly–
If they succeed, they could hand Democrats enough seats to take the U.S. House majority.
That’s not speculation.
It’s math.
So Steve Hilton is preparing to sue and stop it.
WHY THIS AFFECTS EVERY AMERICAN — NOT JUST CALIFORNIANS:
California is the largest state in the country:
-> It sends 52 members to Congress
-> A mid-decade map change could shift 5 to 7 seats instantly.
-> That’s more than enough to flip the U.S. House.
This isn’t about fairness.
It’s about locking in control without a single new vote being cast.
If California pulls this off, other blue states will copy the playbook.
What happens in Sacramento could decide who controls Washington – and everything from federal spending to the Supreme Court.
HOW THEY’RE TRYING TO PULL THIS OFF:
They’re using outdated population numbers from 2020, even though California has since lost hundreds of thousands of residents.
They’re trying to override California’s independent redistricting commission– pushing a ballot measure that would let politicians draw their own congressional maps.
They’re calling it “reform” but it’s really about cementing power before the next wave of voters arrives in 2026.
This violates:
-> The California Constitution
-> The U.S. Constitution’s guarantee of equal representation
-> And basic fairness
WHAT STEVE HILTON IS DOING:
Steve Hilton is preparing to take legal action—state and federal—to block mid-decade redistricting.
His plan includes a constitutional challenge based on equal representation and decades of legal precedent.
He said it best:
“This is about equal representation. Redrawing the maps now – before a new census – gives Democrats an unfair advantage and violates the law.”
WHAT’S AT STAKE:
If Steve Hilton wins, California's illegal redistricting scheme is stopped cold.
If he loses, Democrats could redraw the maps—and shift enough seats to flip the House before the next election.
This may be the most important legal fight in America’s battle to protect fair elections and stop one-party rule.
